That is a gauntlet track. It is nessessary to shift the passenger trains close enough to the platform for wheelchairs to enter without a bridge plate, while allowing the freight trains that also use the track to safely clear the platform.

I think if they at least put two of them together back to back they'd somewhat resemble a train (something like an inflated light rail). Also the whistle is so obnoxious! They should use a traditional minor 7th chord rather than that awful thing!
