Empty bus would only weigh about 8 tons but crane driving is all about knowing the ton-metres that your machine is capable of. Curiously a lot of crane drivers like to stick the boom up as far as it will go but this is not always a good idea. Perhaps the divers who attached the slings should have opened a few windows to let the water out. By the way in civilised countries cranes have load indicators and alarm bells.

i think, the following is happened.

The water helped the crane first with the upward force.

When the van was allmost out of the water, the upward force felt away, so suddenly the van weights a lot more. + the position of the crane was misplaced.
