Effects -> Keeley Boss DS-1, Boss DS-1 (distortion all the way down, just a volume boost), Ibanez DE-7 Delay, Ibanez DE-7 delay (yes two, but you only need one), Boss CH-1 Super Chorus
Its super duper easy, just practice for a while. Just takes some getting used to is all.

@Theman7011 Yeah, I remember seeing a bunch of crap that was either just an explanation of the delay pedal or simple explanations of the technique, not really the song itself :)

Level -> 2 o clock
EQ -> 3
Rate -> 3
Depth -> all the way up
Fairly light sounding, but enough to "be there".
