It was a police/fire helicopter that was hoping to land on the roof to rescue people that were still inside the buildings but above where the planes impacted. Officials knew those people couldn't get below the impact site using the stairs. It was determined they couldn't land because of the amount of smoke.

@BrickUnit Remember, it took the FAA quite a while to ground all aircraft after the attack. Sure they'd still be flying... also consider the fact that they (rotary wing aircraft) don't have to file a flight plan unless they are above a certain altitude (usually 500 feet- but it varies from location to location).

Well first of all the chopper is flying around the building aka "orbiting," likely assessing damage or getting news footage. Although it looks close, it's likely several hundred or a few thousand feet away from the building being pretty safe. Additionally it would be easy to beat the military there, especially with the tens of helipads scattered throughout New York. It's just another helicopter circling the WTC, this video was also taken from a chopper.

I don't know where the footage is. You need to figure out whose chopper it is and do a little leg work from there. If they have a gyroscopically stabilized camera or FLIR EO Pod then they could assess damage quite easily at speed and distance. If you were a far ways away then it is easy to observe something static while moving fast. Consider how "slow" a jet-liner "appears" to move when at high altitude versus a lower altitude; it's all about relative distance and speed.

@WelcomeToKilltown it wasnt going very fast at all. From a helicopter it's very easy t get a good look at something regardless of speed as long as the pilot is doing it right. And just because it was taking footage doesn't mean it was broadcast or even kept. It also could have simply been an NYPD unit orbiting and waiting for an order.

@WelcomeToKilltown It's actually not flying that fast. From the perspective and angle we see it from it looks like it because we're comparing its size relative to the towers. It's a sort of optical illusion. I don't remember what it's called but I remember learning about it awhile ago in a Psychology class I took.

Kill, in the extended clip after the impact, the alleged CGI helicopter enters from the left side of the screen. You didn't mention this. Was this a practice run as well or just a real helicopter entering the view? The record shows there was at least one helicopter in the immediate vicinity.

The weird thing is the pilot completely disregarded his safety, flew into the smoke; you can see the trail of smoke as he exits the smoke. And what purpose would it serve to film inside of smoke?
