this is MikuMikuDance a free japanese(it does has an english version but with only this chacter) program ware you can make 3D animations with several Vocaoid characters(all of the offical ones + fan made ones, things completly unrelated like Ronald Mcdonald, accesories like cat ears, cars, backgrounds, ect) and the one in this video is Miku Hatsune, the first character in Vocaloid 2, a japanese prgram ware you can use sychisize to make Miku and other vocaloids sing watever you want

well you can make all versions English you just need to delete the translationprogram(originally progrogrammed in English) some buttons still have strange icons though but most of it will work

if your not sure if its safe just cut and paste them somewhere else

I've been able to make her move around, but I can't for the life of me get her to move in time to music :(
