He said "about 2 to the power of that." He's just making a general illustration. The actual calculation would be a bit more complicated, and require simplifying assumptions still. It would be a fun one to do though...requiring some astrophysics/biology knowledge. Also they are assuming the universe is infinite and /random/. If it's not random then you're right. Personally I don't believe in true randomness, but that's something else.

But since it's infinity, it has to keep going even when it reaches the point where there is no other possible unique arrangement for these particles. This means that every arrangement the particles make after that must be a copy of an arrangement that's already been formed. That means that eventually the arrangement that makes up our universe will be repeated.
