I've seen many of these rubbish block wall "systems", don't cheap out and get a brick/block layer to build your home, you will be rewarded for a lifetime.
well, I 'd still prefer a good full 8" concrete foundation than a cheap block layer to build my house on. Whit this type of construction, you are assured of the waterthightness and the insulation of the foundation walls anyways, it depends much on the climate where you build
