Because Gozer said to the Ghostbusters "Choose and Perish" meaning that they would chose the form of Gozer the Destructor. In the film they decide that to avoid death they need to clear their minds of all thought and thus not choose any form.

But Ray's mind, under stress, goes back to his childhood days when they'd roast Stay Puft marshallows at camp. He has some dialog about it.

The Stay Puft marshmallow man, being the first thought, then is the chosen form.

When Gozer arrives it says "Choose and Perish". This means that the GBs would choose the form of Gozer the Destructor. So the GBs decide to clear their minds and thus avoid making any choice, but when Gozer disappears Ray admits that under stress his mind drifted to thoughts of his childhood at camp where they'd roast Stay Pufts on a fire. Thus the choice was made and the Destructor's form was a marhsmallow. Shuvs or Zuuls are people implied to have been eaten by the Slor.

So basically, what this Devil Dog is saying, is that Gozer is coming back in a chosen form (looks like a human, but isn't, thats just how he/she looks), takes the form of a pile of rocks (which happens when he/she becomes the top part the apartment, right?) and then transforms into a giant slor (a moving...thing...that sucks people into hell). The Dog then makes a joke about people being roasted inside the slor...
