I think they are trying stop an explosion. If the rods melt down to liquid, they can burn though the inclosure and down into the water table. 1000 times that is 2000mSv/year.
2000mSv/year is over 5mSv every day.
Chernobyl criteria for evacuation was areas with over 5mSv/year of background radiation.

The only viable option I see would be to fly everyone out and that isn't really feasible considering the number of people it would involve. quite honestly I see no clear cut solution to this.

I think they are trying stop an explosion. If the rods melt down to liquid, they can burn though the inclosure and down into the water table. It hits that water and it will explode, sending radioactive material in large, huge doses into the atmosphere. If that should happen, millions and millions of people will be exposed and die. They HAVE to cool the rods so they can move them to a secure tank. Pray that they do.
