This cartoon was similar to the 1950 short "Homeless Hare". Even the construction worker was similar in appearance and temperment, and was voiced by the same man. Notice the little off-color gag at 3:42 where the construction worker pops his head through the concrete. Somehow it made it past the censors. They probably didn't get the hidden humor behind it.
@timt105 LMAO You're right! As a child I never associated the concrete gag as anything more than just silly, it wasn't until now with your comment I got it. Much like the Hays censors gag in "a Tale of Two Kitties" escapes the censors, where Catstello assures the audience after Babbit's demands of "Give me the bird!" that if the Hays office would let him Babbit would certainly get the bird. Where that one is more implied, this gag is just funny and escapes the mind of a child these days.

Interesting that this is 1954. The Eisenhower freeway act was in 1956. I guess freeways (especially around LA) were already being built.
