The thing was he was calling from a cell phone not a land line so the dispatcher had to get the address from her. She did a great job very sweet and very grown up.

Agreed with DutchieOnline. Working with emergency services myself, they are dispatching via computer terminal here. At the same time though, he needs to keep Savannah on the phone and calm. One way to do that is get a little personal with the girl and get down to the girl's level of comprehension. While keeping her calm, he is constantly checking for updates on the dad's condition which is important to relay to EMS.

Call me Ignorant, but i think the POINT of the CALL was CLEAR when the little girl told the fucking dumb ass dispatcher that, Her dad is having hard time breathing. Enough said, trace the damn call and send and EMT. But no, what does the guy do, asked the girls name, age, etc. I know its protocol and needed info, but cant that shit wait till they get there. But whatever. Nothing in life is perfect.

It is protocol to immediately dispatch the police/ambulance especially if the person on the other end can't or doesn't speak. After he did that, he asked her her age in order to know how old the child was he was giving direction to, and to get any more information that is useful.

The only way he ca do that is having some one giving him the info, which in this case is Savannah. The dispatcher is working just as hard to help her father as he talks to the girl, this way the girl can be helped staying calm and talked through this all. She may sound smart but as you can hear she wanted to go and get dressed... The dispatcher keeps her at her father

At least a couple of people are monitoring and tracking and the man on the phone is just to calm the caller down and make sure there are no obstacles in the way, hence why he told her to unlock the door.
