the way the australian gov stopped this from happing ,is to get where it starts at the doctors so they did not give them to anyone and fines to the doctor if he did. Stopped the problem by 75%and for some in a wheelchair like myself it has made going to town a lot better

@TVman1981 Have officers watching random people put up their placards and ask/ confront them, "who is this registered to?" Do a sting operation that is like the staduim stings with disabled parking placards.
Solution? Charge even though they have a placard. Remember, it is a PRIVILEGE to drive, no matter who you are. You don't see MUNI giving FREE rides to people who are disabled (Yeah a reduced fare, not free).
Here in Phoenix, we found a solution, disabled parking spots that are STILL metered, it is just the meter in the disabled spots are just shorter than the other ones so one in a wheelchair can still read it.
The point of a disabled spot is to help the handicapped not park free, abled/not.

The reason why the abuse is so rampant is because Cali lawmakers never put any exclusions to "disabled".This means that any physician, chiropractor, psychiatrist, etc & any ailment can sign on the dotted line & here is your placard. Add a language barrier or name barrier & then you have the police unable to enforce or run a sting.

They have eliminated free parking for the handicapped (who only got it for free in the past because there was no way to check). Now there is. I don't see how free parking makes any sense. Why does being handicapped, which already comes with special reserved parking, entitle a person to park anywhere all day. It seems rather obvious that the only reason people are using the placards is for the infinite parking. If they had to pay the toll, the problem would be virtually eliminated.
How about pics of the peeps the placard belongs to on the placard! That way, enforcement can just wait for peeps to do it behind a pair of binoculars!

revoke the free status. The fact that they do not pay couldnt be more blatant and serves no purpose. In America these days; the able bodied are hardly well off compaired to an average penny scrounging senior.
Since the meters have electronic systems these days, how about having a magnetic data strip on the placard which gets read by the meter. Invalid strip = denial of free parking. Got a bad strip on a legitimate pass or a malfunctioning meter? Submit the records with the ticket to the review board to get the ticket voided.
I think that they need about 10x more of the enforcement teams that are there only to enforce handicapped violations (like the segments at the ballpark). Perhaps if @reimann4 's idea of putting the handicapped person's name/picture on the placard, the misuser could be charged with some sort of impersonation/fraud criminal charge in addition to fines. Those 10 extra enforcement teams would pay for themselves for a year in one week.
I think MTA needs to step up enforcement on this. Maybe get more of those cushman 3-wheeled carts to drive around looking for parking violations. Plus, I think the handicap should pay like everyone else. They have special, close to the entrance of stores, etc., parking everywhere so they should pay equally when they use public parking.
I think this problem will need to be addressed from different angles. They will need to examine how placards are given in the first place, increased enforcement/fines (including towing cars and adding points, not just a ticket), and perhaps including the actual disables person's name/picture on it.
How to stop the abuse? lower parking fines and meters. This whole system was meant to facilitate the turnaround of parked vehicles - not as a money generation system for the SFMTA. I don't abuse it, but no one who abuses it does it out of sheer joy. They know it's wrong, but they still do it, because the parking system in San Francisco is just plain ridiculous. Why do you think everyone's moving out of the city? (especially those who love driving...)
I think the number of illegal placard users would drop if free parking at meters was discontinued. Remove an incentive to cheat.
