This video along with others make it clear to me that the cop meant to tazer Grant, not use the pistol. Whether the cop is racist also is unknown, but it seems his partner is. What charge is appropriate depends on the definition of murder. I do not believe the cop meant to murder grant, although he did so due to his tragic mistake. The tazer needs to have much better rules for engagment. It seems like cops taze people just for the fun of it many times.
