Agree with deano6uk. If it is a force reduction by a 1,000 the exact whereabouts of particular squaddies at any given point in a rotation cycle is neither here nor there and it is a withdrawal of 1,000 troops.

I started off on Paxman's side, but actually I agree with Ainsworth.

It appears this is the case:

There are troops numbering 5,500 in Iraq at any time. Now lets say (I am guessing) 3,000 only serve 6 months at a time, and so go out on a rolling basis. Lets say every month 500 come back and are replaced. Then the easiest way to reduce the total by 1,000 is to not send out more when next 2x 500s return.

There's no lie about the 1,000 returning. Paxman's just tring to score points.

Deano6UK, You're right, the figures are right, but Paxman's not scoring points here. He's pointing to the disingenuous and misleading rhetoric of the PM that paints a picture of 1000 troops being brought home. A force reduction, yes; serving soldiers returning to their country, no. It's the PM who tried to score points when he said that, "by Christmas, a thousand of our troops can be brough back to the United Kingdom." There's no bringing back, just a troop reduction. And that's Paxman's point.

Yes. Quite agree with you (though I detest the government). On this one, Paxman is wrong, Ainsworth is right. The previous force level is 5500. The new one is 4500. That's 1000 less. And the way it is achieved is partly by not sending a planned replacement of 500 troops for 500 withdrawing (scheduled roll over). Paxman is the one who doesn't seem to want to understand on this one.
