He is too young for a booster. He needs to be in a 5 pt harness still. Very very cute little guy, but he's not safe!

He should absolutely be in a 5 point harness. That seat will not protect him, see how the seat belt is across his abdomen? It could possible cause internal injuries. You should buy him a new 5 point seat, for his safety!
