It looks like a mix of hunting and playing. The wolf couldn't do anything because the mother was there, but attacking "Indian style" is how wolves hunt because they lack power or claws to swipe their prey with (unlike big cats and bears). All they can use are their jaws, and to avoid getting their jaws broke (eventual death) they have to bite and run and usually aim for the backside.

i agree with indyweathy1, I have seen coyotes do the same thing with domestic dogs. notice the tail waging in a playful manner, also I think there was something else in the area. I notice that the bear didn't feel that threatened by the wolf as it and the cubs were alert to what else was around them. the wolf would run to the right of the video and the sow and cubs looked to the left with nose and ears up. That wolf I think was not alone, and a large wolf at that.
