The Federal government was taking in twice the amount per year when Reagan left office as it did when he won the presidency. Tax cuts (individual or corporate) keep more money in the hands of people who spend it and that stimulates the economy. There are no corporate taxes - corporations pass that cost along to us in the goods we buy.

Reagan deregulated commodity prices, train and airline shedules and fares, the telecom industry, and parts of the banking industry. He was still bound to the politics of his time, however, and as such couldn't fix Social Security.

Presidents have to choose their battles, and Reagan's priorities were economic growth and the end of the Soviet Union. In order to cut spending he would've had to radically change Social Security mandates, or cut the military. Neither were possible, given the political realities of the day.

Ultimately, the constitution gives Congress control over the money. The president can veto, but then the country has no budget at all and the government shuts down.
