@solexhn Well, to answer your question. Those are safety devices required by US Federal Law as well as other countries national laws. If you noticed, the 400MW beam is very intense, even with a black CD jewel. Without those safety features, someone could get the bright idea (no pun intended) to shine the beam into someone's eye or their own. The result is instant and permanent blindness in the affected eye.

Also, this being a 400 MW beam could potentially be seen upwards to 100 miles away, if the weather conditions are perfect. The more scatter, the less likely it would be visible 100 miles away. Then again, if you were stranded someplace (heavy snow, fog, snow), that intense beam might just save your life. No aiming at planes unless you want to go to jail, though. This would blind the pilot!

@Splinter48708 Most of your points are correct. Not range though. A laser beam spreads over distance at a rate of at least 1mm per meter. This is one meter per kilometer. At a range of 100 kilometers the beam would be at least 100 meters wide which is not visible.
