I think this lift might be a London Hydraulic power company lift, which is VERY rare. This lift is powered by both ropes and hydraulic (like lifts in the 1860s - 1890s) but I think that LHP kept this design when other companys moved on.
LHP made water powered lifts some with had a motor room and others were powered by pumped water from pumping stations arround london.

LHP got taken over by hammond & champness and later the pumping stations were turned off and any lifts using pumped water had to be modernized.
One of their pumping stations has now re-opened as a cafe, see watch?v=m9yN9jVsHZ4

3:50 - that lift was a beauty - shame you couldn't get in it. Looks like an old Express
