Umm... the original KI had 3D backgrounds too. WTF are you talking about? Some were full 3D "Rooftop" stages and others were pre-rendered and animated in 3D "FMV-style."

The SNES game had static backgrounds but also used layered parallax scrolling and some HDMA effects... like the bridge at the foot of Spinal's stage... when you played on that special background, the bridge would scroll every line. The floors on several other stages would do it too.
