As far as I know, only 18 Wheeler and CT were made in the Naomi Universal standup cab. There are other racing games for the Naomi.
I thought the monitor in your Blast City was a Nanao MS-2931? That's trisync (and should be the same monitor in your Naomi Universal).

@Korszca ok thanks. and yes the monitor is a Nanao MS-2931, but the previous owner changed the Chassis to the one found in Astro City cabs. that's why I had so much trouble getting it to work correctly. I have no idea how to change it back. :(

@lonewolfx7x You would have either source another MS-2930/1 or a Rodotron 666b. The Rodotron looks fine for 31k but not great in either 15k or 24k.
The chassis you have in there now is the best chassis out there for 15k games. The downside is that you won't get 31k from it.
