@TheBassMan533 Just a wild guess, but to me it sounds like a piccolo fretless with an octave doubler and some other effect. I could be wrong, though.

agreed. but most people agree higher the better access to the bass and more control you have.

No...I have my bass practically up to my clavicle. It's just a personal preference, though you DO get better high fret access if you have your strap higher.
