Salmon don't eat when they're spawning. That's why you use large colorful flies to entice their curiosity and predator instincts to strike the fly rather than giving him something that looks like normal food.
Salmon and steelhead do eat while in freshwater. I've caught many wight full stomachs. But as far as I've been told they do not metabolize the food in their stomachs, rather they use the fat stored throughout their bodies. Kelts wouldn't have much of a chance at survival if steelhead didn't eat in freshwater.

In some salmon species, such as Atlantic salmon, a very few females will survive spawning to return to the sea, but that is a very, very tiny percentage. 'Kelts' are fish that have spawned. Pacific salmon species die within a few days or weeks of spawning (semelparity) with clear evidence of phenoptosis often visible even before spawning. Steelhead are different.
