thats millions of dollars invested in the sniper and the spotter each, with the possibility that the enemy can KILL the sniper team, not to mention its not often JUST one person, theres commonly thousands of precious dollars worth of equipment bought with the idea to kill innocent people and solders, not to mention enemy troops with that "one person" and if the sniper can't get a shot on your "one person" they have to send men in, which can mean from one soldier to an entire team dead..

Wrong. That is not a GBU-28, it is a 250lb SDB(Small Diameter Bomb). The GBU-28 is 8 times heaver, and much larger.
