Prozac is an anti-depressant not an anti-anxiolytic. An anti-anxiolytic probably would have been helpful too. They're faster acting and target different brain receptors. Prozac takes weeks to build up in a dog's system.
Another thing that might work better for him is to make him relax more. He's still flinching, so if he would try to run away when approached put him on his side and straight his tail and make him deeply relaxed.(even if he struggles just keep him down he will get tired) That would show him that he does not need to tense up when he is nervous. You shouldn't have to put him on a pill for that. Dog whisperer has some good tips too.
PROZAC is Fluoride ... the music is horrible.
