@jmario232 : Mr. Freeze didn't want to turn Gotham into a Winter Wonderland, he wanted to kill everybody in the city by hitting them with the biggest, coldest snow storm known to man. They key to his plan lay in the element of surprise, the change in weather needed to be so sudden and so intense, the people wouldn't have time wouldn't have time to prepare and would quickly freeze to death by the thousands. And what better time to catch the people off guard with this than the summer?
