To me, it means a darker style of hair and clothing, usually accompanied by hardcore rock/metal/screamo and slightly morbid psychological tendencies.

A true emo just devotes the way they dress to match their mood. It's just come to be that the actual term Emo is referring to one who expresses themselves in dark colors, deep eyeliner, black nails etc.

I normally would say that an emo who expresses themselves in bright colors is a hippy :D
