From the very beginning, the design of Legco is restricted to the equality between the #of direct election seats and the f.c. seats. In orther words, the cent. govt. will not give you democracy anyway. The only way out is the power of people. Remember that the article 23th of the basic law can be passed easily if they want to (just simple majority). How come 23th hasn't passed yet because

the cent. govt. doesn't want to make HK so chaotic. If 500000 people strike

again, who knows......
