That area has changed it's reigner several time (Sweden, Finland, Russia, USSR). Now it's Russia's turn - I guess this city will be returned to Finland before 2030...
And what prohibits Finns from moving there even now? Right now a Finnish company SRV is building several new apartment buildings in Vyborg - with Finnish quality.
Why would Russia be less responsible of what happened than Germany!Guess it's winner's history?They divided a huge portion of Europe secretly in Molotov-Ribbentrop-pact where Germany would take western Poland and USSR the eastern, the WHOLE FINLAND,3 Baltic States and Moldova.All ended up occupied by USSR apart from largest part of Finland.NOW all these areas are independent,EXCEPT 20% of Finland!Russia HAS TO confront its past crimes before they could get any trust.

1) Good for Russia they own Vyborg ("Crown Jewel")
2) F@$K those stupid and greedy Russian officials who ran down this beautiful city to a present rat-hole condition.
