u really dont even need euls to set up ur wards, just put em down next to them and then shackle...5 sec is a lot of time

While this IS a sure kill unless you're doing it to an over feeded hero or if he has support I'd say it's kind of a wasted ult. Wouldn't you rather use it to push a tower?
