Yeah we are talking about this on ATS trying to figure out why the sky changes colours. It seems like it could be a common yet unexplained phenomenon called "Earthquake Lights" or it could be HAARP or something else. We don't really know.
It would take more than three minutes for smoke from fires or dust form collapsed buildings to change the colour of the sky, besides that she said her area wasn't badly affected and it was the older buildings in downtown Santiago that were most affected.

It was at night, you might be misinterpreting what she meant. When earthquakes occur they also effect electical system, i.e. light and power lines.

the sky was changing colors because the upper atomosphere was being boiled by a ionospheric heater. Haarp is the cause.
