the image quality is that bad, that it is impossible to say what we see ;). But because the MIR it self is blinking like crazy in this footage, i guess that none of the "objects" in this video is really blinking. Bad camera / contrast. So my guess, close to camera lit up particles, dust like seen in many other videos.
@DisproveThis dont get me wrong.. i belive in ufo's ! But im also sceptic. And almost every "in space footage" of blinking or moving objects for me can easily be explained. Its always a dark, very far away / endless background and particles directly in front of the camera that are not in focus. And very unsharp lit up things or lights you film will take the shape of the cameras lense. Like in the "tether incident". ...Video always is a 3d environment "compressed" into 2d :).
@DisproveThis the little lit up particles infront of the camera that are not in focus are rotating what makes it look like blinking.. and of course not in the same frequence then MIR's lights. That's it for me, could be a possible very likely explanation for a person who knows very well how camers are working.

search "MIR UFOs" the station IS flashing...but the UFOs are not flashing at the same speed
