He's a freaking spartan II not a spartan III. Spartan III's were expieremental soldiers that were used for only several missions like on Onyx, or on Reach.

SPI armour, that were significantly weaker and wore an armour that could mimick its surroundings, but it was inferior to the mjolnir armour. they weren't experimental, but they were confidential, not many people know about them. trained by mendez (the trainer of the original spartan II's) and kurt. (one of the original spartan II's) thry were used for high risk missions.... basically suicide missions.

Also the other reason they went to Spartan IIIs was cuz the canidates couldnt survivie the biotic enhancements.

Yet Spartan IIIs were used en masse on suicide missions. That definitely counts as inferior equipment.

Also, Noble Team had a lot of combat experience and were given special equipment to boot, so that they could continue succeeding at their suicide missions.

ONI enhanced the enhancement procedure, resulting in a near 100% survival rate, but enhancements don't make the soldier. That is why the Spartan IIs are superior to the Spartan IIIs.
