@Radi0Active09 when u opened the file did u duplicate the image? if not then the "toon" that u made is the background layer. all u have to do is duplicate the image then arrange the layers.

the "raindrops" are included in photoshop, and photoshop elements. If you have photoshop elements, it can be found under Layer Styles > Image Effects > Rain. I'm unsure about Photoshop Cs, but try that too
cus i aint cs2 and it wont allow me to use teh pen tool the guide line i have to keep pressin stroke path how do i get around this caue it dotn leave a outline liek ures just the shell only the mouth and pieces with i use the fill pen
