Re: the bit about the secret message being a Ovaltine commercial is an urban legend. I once saw it in an article reprinted in a book on Old Time Radio. The author made a reference to it and it has since become part of the Ovaltine legend. The announcer made you think that you were going to find out about the next day's episode by decoding the message. It usually was a public safety message about crossing the street or being a good citizen.

Ralphie is using the 1940 model Orphan Annie decoder. The letters and numbers were printed along the edge. The decoder was in two halves which could be twisted to match up the correct combination. The episode heard was from that era. Pierre Andre was the announcer.

You match them with letters on a decoder. A simple decoder, like this one, is just made up of 2 spinners: one with letters and one with numbers. He was told to spin them so that B was next to 2 (though at 2:00 we see B12) then he was given numbers that would correspond to letters next to them. Which letters corresponded to which letters depended on starting position, in this case what was really B12 (C10, A9, etc could also be used).
