Damn your fps were dipping into the 40's at one point? Why? I never go below like 130fps ever in any COD title and i have a GTX 275 as well- its an OC edition paired with my 3.6GHZ Intel Quad Core and 4Gb of OCZ Reaper GPC Memory and a Raid-0 config, so that might be it.

Yes but even when recording with fraps, i dont go below 100 fps. Its actually due to having 2 extra cores. Hes running windows xp which isn't a natively supporting multi core setup where as Vista does support Multi Cores so it can dedicate a core to recording the gameplay while the other 3 cores do everything else. Also remember im running 4 cores at 3.6Ghz which is a shit loadddd of processing power available for whatever the task may be.

Ive recorded COD4 with Fraps and I don't drop any where close to 40FPS AND I OWN THE GTX 275 GPU. You think I didn't know he was recording you dumb fuck- of course i know that, the GTX 275 is still capable of getting damn near 100 fps while recording with Fraps.

Grech to answer your Q... CPU does matter, the best CPU i can recommend with out blowing out your bank account is the Q6600 or the Q8200, both are very affordable and they both will get the job done as well or better than a core2duo.

your HDD has nothing to do with your gaming, if you are planning on upgrading what you have right now as of video card and CPU i strongly advise to get a more powerful PSU at least 850w

You also have to realize that a contributing factor to the low fps is the screen recording program he's using. Idk if hes using fraps or something different, but fps can drop by 20+ frames while recording, So im sure his actual FPS is higher then what it shows there.

Cod4 was made for dual core CPUs, Only 2 Cores are used.

It would be the same if it was a Quad Core 3.16Ghz (with the same Ghz)

The GTX275 is not such a powerfull card, but it can run cod4 very well.

Nope, it was actually optimised for 3 cores, check th's review of it, with the phenom II scaling. It Wasn't affected by the fourth core, but there was a HUGE difference between 2 and 3 cores.

To be completely honest, It doesn't really matter. Above 60 FPS, the human eye cannot distinguish the difference in frame rate. So it doesn't really matter if you have 90 FPS or 190 FPS, you won't notice any difference.

My monitor DOES go up to 120hz >>. Gameplay is more smooth and fluent yes. So don't negative my comment and start talking shit. 80 and 120 the difference is barely noticeable. Though of course if you run 80fps on a 120hz monitor it doesn't look fluent. 85hz is enough for completely fluent gameplay. If you have a 120hz monitor go ahead and use 120hz, but there's no visual difference considering it's been PROVED that the human eye sees an average of 72fps. Sometimes higher, sometimes lower.
