Grech to answer your Q... CPU does matter, the best CPU i can recommend with out blowing out your bank account is the Q6600 or the Q8200, both are very affordable and they both will get the job done as well or better than a core2duo.
your HDD has nothing to do with your gaming, if you are planning on upgrading what you have right now as of video card and CPU i strongly advise to get a more powerful PSU at least 850w
i have a question, do processors really effect? because i have two options, 1st one is Corei7 2.66ghz with GTX 275. or Core2duo with GTX295, there isn't a huge price difference between the two, i am going to get 4GRam,

You also have to realize that a contributing factor to the low fps is the screen recording program he's using. Idk if hes using fraps or something different, but fps can drop by 20+ frames while recording, So im sure his actual FPS is higher then what it shows there.
Nope, it was actually optimised for 3 cores, check th's review of it, with the phenom II scaling. It Wasn't affected by the fourth core, but there was a HUGE difference between 2 and 3 cores.
um no...... gt 220 does not have 1778 and no your spec cant match up to a intel DUAL CORE and a 275 which is in both price point and performance OUT OF UR SPECS LEAGUE.

To be completely honest, It doesn't really matter. Above 60 FPS, the human eye cannot distinguish the difference in frame rate. So it doesn't really matter if you have 90 FPS or 190 FPS, you won't notice any difference.
My monitor DOES go up to 120hz >>. Gameplay is more smooth and fluent yes. So don't negative my comment and start talking shit. 80 and 120 the difference is barely noticeable. Though of course if you run 80fps on a 120hz monitor it doesn't look fluent. 85hz is enough for completely fluent gameplay. If you have a 120hz monitor go ahead and use 120hz, but there's no visual difference considering it's been PROVED that the human eye sees an average of 72fps. Sometimes higher, sometimes lower.

Cod4 was made for dual core CPUs, Only 2 Cores are used.
It would be the same if it was a Quad Core 3.16Ghz (with the same Ghz)
The GTX275 is not such a powerfull card, but it can run cod4 very well.
Im getting 190-230+ fps with my R3870x2 with is an older card (Q3 2007)
