Some catalysts for this economic downswing began under the Clinton Administration when the Community Reinvestment Act was passed.   • From a technical standpoint this isn't really true, if you look at the percentage of income of the rich vs the middle class spent on growth generating activities (buying stock, starting a business, education, ect) vs consumption (buying cars, food, electronics, ect) you will find that the rich spend a greater portion of their money in areas that generate more economic growth. As such, the rich having cash causes the economy to grow more quickly. The downside is it creates inequality.
