Lower the terrain with the terrain tool and build walls and stuff underground, then add terrain peices in the scenery section!

you need an expantion pack. Then pretend the ground dosen't exist.

Get the expansion packs, but there are terrain coverings.

If I were to get me this game I would do a under ground level which would feature many great rides and excitements, food places and such. There would be a on top of the ground level and high above there would be a sky walk area with even restaurants up there even. This place would be magnificent. The underground place would be called City of the underworld. The Main floor of it would be called Metropolis. And the top would be called Sky City.
