@joshualiu1993, because Shirley Temple was a little girl when this cartoon was made and it makes sense that the youngest star on the studio would be a fan of Walt Disney cartoons especially Donald Duck, so she recognizes Donald right away which makes everyone else that knows who Donald Duck is suddenly realize that he is on the studio too.
Of course nobody questions how a cartoon star could be on a studio but then it would defeat the purpose of the cartoon lol.
about the second paragraph, a LOT of movies treats their characters as real life actors, always making scenes of the chars interacting with real actors (cartoonish or not) in holliwood studios or in awards :3
Its amazing that everyone suddenly freaks out when they find out that it is Donald Duck because Shirley Temple recognizes him and all of them suddenly want his autograph including the security guard lol, that makes it even better and Donald gets his revenge on the guard too.
