Yes. The average East Asian(China, Taiwan, Japan and Korea) IQ are far higher than those of whites. East Asia has been FAR superior than the Western world for most of history. Only in the last few hundreds years has East Asia fallen behind because of political turmoil and then Europe had the Renaissance and then colonism.
