So I just checked out CANNV's sources he cited, he is very wrong. The Halliburton site, makes a claim to support contingency programs (a good thing) in no way does it mention FEMA camps, or concentration camps. The Army site, is a program run from the state correctional facilities, to send some of its inmates to Army sites, to aid in building a cavalcade of things for the Army.
