this makes no sense. i am a very responsible pet keeper. i have been for all my life. i currently have a lizard that is nonnative and would be in danger of being ban by this bill. i live in MASSACHUSETTS my lizard can get 10 INCHES MAX y does this need to be illegal? i also know EXACTLY how to take care of my reptile and i have been researching caresheets for the next reptile im getting for 4 months and im still not done irresponsible people should be punished not every hobbyist in the country.

I've kept exotic pets and never turned any loose. They ate only mice & rats that were bred & euthanized for the purpose of being reptile food. I've seen my next-door neighbor's cat run down squirrels & eat birds, tormenting them slowly to death, not with a quick clean bite to the throat. Last year a pack of feral dogs killed an elderly woman not far from where I live. I feel ALL pet owners should be responsible for their pets, no matter what. But don't tell me what I can or can't keep as a pet.

This is great, so many of these exotic pets are taken from their native homes and many of them die, but the ones that do survive can multiply and become huge problems.
I know alot of people who take wonderful care of their exotic pets. Feral cats and dogs also have a huge impact on native species and there are more of them. How much of BCR's support of this bill is REALLY about saving native species and how much of it is about banning exotic pets in general.

i totally support everything that big cat rescue is for but the HR669 i don't like. Animals like tigers lions giraffes and monkey etc.. shouldn't be kept as pets but i have a pet bearded dragon and frilled dragon from australia and i won't be able to have them or get more lizards even though they are kept perfectly fine and healthy if HR669 is passed.

I think you should make a list of what pets you know it will not affect and post it here... I have the list. Domesticated cats, domesticated dogs. goldfish. ALL others no matter how dishonest you are, can and likely WILL be BANNED this includes the millions of exotic birds, tropical fish. And don't think about moving... transport of these animals can land you a $10,000 fine per animal. Transporting a fish tank with 40 fish in it could land a $400,000 fine under this bill.
You cite Section 14 (5)(a)(b), which merely defines the term 'nonnative wildlife species' as it relates to this bill.
Nowhere in the text of H.R. 669 does it read that these are unapproved exotic species. The list of approved species has yet to be formed. The Secretary of the Interior shall consult with scientists, experts and the public before comprising the preliminary list.
The public will have 10 months to submit a request for inclusions to the preliminary list of approved species.
The risk assessment process will be based on sound science.
Section 4(b)(1) states that the Secretary shall form the preliminary list of approved species based on scientific and commercial information. The PUBLIC has 10 months to submit a proposal upon the passing of this bill to have a species listed on the preliminary list.
Section 3, 4 and 5 of H.R. 669 explain in detail the logistics of how the listings of both approved and unapproved species will be formed and finalized.
Sound science is contingent on location. What would be 'sound science' for Florida and Alaska are starkly different. Species strictly tropical pose ZERO threat in nearly every state in the union. Why would you need to ban those animals in those states? Snakeheads, burms, tics exotic cats, bears, primates, ban them all. HR669 isn't the way to do it though it needs to be state by state. Look at the state laws in place now, they are just as binding but are properly assessed for their region.
This bill speaks to the transporting of exotic species for the exotic animal trade business. The bill regulates the sale of exotics in interstate commerce, not the movement of exotic PET owners.
H.R. 669 Section 6(a) states that no exotic species may be bred, bought, sold,
traded, or TRANSPORTED in interstate commerce!
Commerce is the sale. PET owners may take their creatures with them to another state, provided the exotic is not being transported for the purpose of sale!

I have a pit bull dog. The law allows for me to move my body out of state and take my dog with. The law does not, however, allow me to move across state lines with my dog to breed, sell or transport him in interstate commerce for dogfighting purposes.

These animals are as domesticated as dogs and cats.
some hamsters, gerbils, and ferrets all require an exotic permit in the state of nj because they are not domesticated. Rabbits should be 'safe' because they are considered livestock.
Pet owners support the concept of a risk based approach to non-native imports, unfortunately H.R. 669 as drafted does not provide a constructive way forward. Me and my three ferrets will NOT be supporting this law.

Is an animal deemed 'domesticated' when there is a prominent captive population, or is it 'domesticated' when the majority of captive animals have been fundamentally altered from their wild forebears?
I've read a small portion of the bill, and a part of what I read was that animals already 'common' and 'clearly domesticated' will skip evaluation and go straight to the 'exempt' list.
If I understand what I've read, that means 'bread and butter' animals of the pet trade will be exempt from H.R. 669.

(f) Animals Owned Lawfully Prior to Prohibition of Importation- This Act and regulations issued under this Act shall not interfere with the ability of any person to possess an individual animal of any species if such individual animal was legally owned by the person before the risk assessment is begun pursuant to subsection (e)(3), even if such species is later prohibited from being imported under the regulations issued under this Act.
Are you aware of how many animals have been taken into domestic help and are being re-established into the wild if this bill passes then anything that zoo's or animal breeders are doing will go to waste no breeding or importing of animals. So all of those endangered animals we're trying to save are going be in an even worse state then before. This effects a large industry aswell which racks in a large amount of money and will leave a lot of breeders with many pets to take care of but no money.
Are you aware of the fact that most of the animals are not reintroduced into the wild? Are you aware that it would still be legal for your all-mighty zoos to continue to exploit these animals for money? Very few animals on the "wildlife rehabilitation" plan are actually reintroduced... it's a way for zoo's to make money... which is all anyone is worried about.
Domestic zoos are very different. They are involved with endangered breeding programs. That has absolutely nothing to due with this bill. This is keeping pet stores from selling pythons, cayman, etc. These are none native animals as well as not endangered. So just because it's a large industry we should save it? Illegal drug and firearm trafficking is one of the largest industries in the world. . . should we save that too?
You can make cayman and burmese pythons, reticulated pythons and all the other ones that threaten the environment illegal state by state, so where it doesn't pose a threat, say New Hampshire.... people can still own them. Personally I think burms tics and crocs should all be illegal. They all can be deadly to humans and often are impulse buys. Not many people can provide housing for these animals for the duration of their life. Ball pythons, and children's pythons and that is a different story..
The "careless owner released their unwanted pet" is something the HSUS/PETA started & has swept the nation with everyone believing that's where these animals came from. But it's not true.
Just as many Burmese are sold nationwide as are sold in FL. They can live a good 8 months out of the year in most states. So why has no one found a 15' Burm, former pet, living wild in, say Missouri? Because these animals aren't being released.
Hurricane damage to FL Importers' bldgs released these animals.
Because they can't survive in that climate. It gets too cold in the winter for one. I can tell you for a fact that non native animals have been released in every single state. That's why we have non native wild cats roaming the US. It's actually a huge problem. Just because you can't see it doesn't mean it doesn't exist.
What kinds of non native wild cats are there (actually interested). I've never heard of any. If there are I bet they can't hold a candle to the impact of outdoor pet cats.
Then why would you work to ban these animals in areas where they can't survive the winter? That is exactly what this is working to do. IF anything, they should do it state by state. I actually think that in places like Florida should take NJ's approach to turtles where it isn't illegal to own a turtle, but it is to buy and sell them within the state. This way anybody can own the animal, but they would have to buy it online, or in neighboring states eliminating impulse and filtering the owners.

I'm pretty much the only person who is an extreme advocate of indoor cats for these reasons. These are real problems, but you do NOT take away our rights or put preowned animals at risk. Most of these animals are invasive in only 2 states! Like you, we like to experience exotic animals too.

I'm going to be mature here and not curse you off. But I don't believe this bill had any merit. The vast majority of the invasive species problem is due to ILLEGAL activity. Illegalizing something is not going to stop illegal activity. No, it doesn't affect hamsters and guinea pigs, but it does affect large snakes. It may be a problem for FL, but not for Oregon or Maine. This population is on track to spreading to other states. I'm sure the people responsible for them thought they knew what they were getting into as well. And as for 'invasive' species, we don't include species that we take for granted in the US, like horses and swans. Fact #2 all endangered species were endangered before the introduction of exotic reptiles.
Fact #3 the experts have known there have been pythons in the everglades for over 25 years, yet have waited this long to do anything.
They are the ones to blame and banning exotic pets is a day late , dollar short and won't solve the problem. Domestic cats harm the key largo wood rat population but I don't see anyone banning them.

I've kept exotic pets and never turned any loose. They ate only mice & rats that were bred & euthanized for the purpose of being reptile food. I've seen my next-door neighbor's cat run down squirrels & eat birds, tormenting them slowly to death, not with a quick clean bite to the throat. Last year a pack of feral dogs killed an elderly woman not far from where I live. I feel ALL pet owners should be responsible for their pets, no matter what. But don't tell me what I can or can't keep as a pet.

I know alot of people who take wonderful care of their exotic pets. Feral cats and dogs also have a huge impact on native species and there are more of them. How much of BCR's support of this bill is REALLY about saving native species and how much of it is about banning exotic pets in general.

The provisions of H. R. 669 will help ban exotics from being bred and sold into lives of confinement and exploitation. This bill addresses the injustices that exotic animals have suffered for far too long at the hands of miserable profiteers. It's about time that a ban on the exotic 'pet' trade be put in place once and for all.

Why would you shoot down a bill that could protect so many more animals and habitats just to satisfy your wanting another exotic pet? Sure, you took care of it and that's great. i totally support everything that big cat rescue is for but the HR669 i don't like. Animals like tigers lions giraffes and monkey etc.. shouldn't be kept as pets but i have a pet bearded dragon and frilled dragon from australia and i won't be able to have them or get more lizards even though they are kept perfectly fine and healthy if HR669 is passed.

too many unscrupulous people are breeding exotics and many more unsuitable people are buying them. i have witnessed the suffering of these animals and have even had to give refuge to a few myself! having said that, i did my research and my reptiles lived long and happy lives. i never bred from any of them! escapees are a hazard to our native wildlife so i feel a ban is the only answer. i hope it happens here as well.

I've personally rescued over 50 dogs and cats because people abandon them along a road I travel often. Nobody is proposing a ban on domesticated dogs and cats because unstable people are buying them? The overwhelming majority of domesticated dogs and cats don't live with the same owners their entire life. Does this mean nobody should own them?

Section 4, paragraph (b)(1) of H.R. 669 states that the Secretary of the Interior will consult with scientists, experts and the public to assess the risks associated with importing, breeding and the sale of non-native species.
The public will be given ample opportunity to explain why it is they feel entitled to breed and sell exotic lions, tigers, chimps and snakes.
Section 4 covers in detail the logistics of approving those exotics permitted to be imported, bred and sold in the U.S.

Uh... dude, did you READ the law? It does not list specific animals like you did in your video, it lists species by genus. For example, "pythons." That includes small pet species such as the Ball Python, which is a beloved pet for hundreds of thousands of Americans.
If they want to ban specific animals proven to be a danger, well, maybe I'd even support that, but HR669 is so vague as to be obscure. It is a knee-jerk reaction, nothing more.

Lots of animals fall under exotics, including fish and guinea pigs. They are so worried about invasive species, but don't even realize the most dangerous invasive species here in the u.s is the domestic cat.

Scott is correct. The provisions of H. R. 669 will help ban exotics from being bred and sold into lives of confinement and exploitation. This bill addresses the injustices that exotics have suffered for far too long at the hands of miserable profiteers. I think you should make a list of what pets you know it will not affect and post it here... I have the list. Domesticated cats, domesticated dogs. goldfish. ALL others no matter how dishonest you are, can and likely WILL be BANNED this includes the millions of exotic birds, tropical fish. And don't think about moving... transport of these animals can land you a $10,000 fine per animal. Transporting a fish tank with 40 fish in it could land a $400,000 fine under this bill.

You cite Section 14 (5)(a)(b), which merely defines the term 'nonnative wildlife species' as it relates to this bill.
Nowhere in the text of H.R. 669 does it read that these are unapproved exotic species. The list of approved species has yet to be formed. The Secretary of the Interior shall consult with scientists, experts and the public before comprising the preliminary list.
The public will have 10 months to submit a request for inclusions to the preliminary list of approved species.

Section 4(b)(1) states that the Secretary shall form the preliminary list of approved species based on scientific and commercial information. The PUBLIC has 10 months to submit a proposal upon the passing of this bill to have a species listed on the preliminary list.

Sound science is contingent on location. What would be 'sound science' for Florida and Alaska are starkly different. Species strictly tropical pose ZERO threat in nearly every state in the union. Why would you need to ban those animals in those states? Snakeheads, burms, tics exotic cats, bears, primates, ban them all. HR669 isn't the way to do it though it needs to be state by state. Look at the state laws in place now, they are just as binding but are properly assessed for their region.

This bill speaks to the transporting of exotic species for the exotic animal trade business. The bill regulates the sale of exotics in interstate commerce, not the movement of exotic PET owners.
H.R. 669 Section 6(a) states that no exotic species may be bred, bought, sold,
traded, or TRANSPORTED in interstate commerce!
Commerce is the sale. PET owners may take their creatures with them to another state, provided the exotic is not being transported for the purpose of sale!

Please show me where the fines are strictly for "interstate commerce" In the bill I'm reading "interstate commerce" isn't used at all.

H.R. 669 doesn't speak to the exotic PET 'owner' who moves his body across a state line with his exotic pet, but to those who engage in the business of breeding and selling unapproved exotic species in interstate commerce.
I have a pit bull dog. The law allows for me to move my body out of state and take my dog with. The law does not, however, allow me to move across state lines with my dog to breed, sell or transport him in interstate commerce for dogfighting purposes.

PET hamsters, gerbils, rabbits, ferrets and guinea pigs are not exotic wild species nor do they pose a danger to the U.S. economy, the environment, other animals or human health.
These animals are as domesticated as dogs and cats.

I would say the problems of the bill would be the vagueness of it.
Would yet to be imported animals be exempt/prohibited at a 'federal' level, or 'state' level?
Is an animal deemed 'domesticated' when there is a prominent captive population, or is it 'domesticated' when the majority of captive animals have been fundamentally altered from their wild forebears?

I've read a small portion of the bill, and a part of what I read was that animals already 'common' and 'clearly domesticated' will skip evaluation and go straight to the 'exempt' list.
If I understand what I've read, that means 'bread and butter' animals of the pet trade will be exempt from H.R. 669.

The responsible thing to do would be to not own any exotic cat in the first place, we have so many cats that were former "pets" people always have the right intentions but these are wild cats that don't want to be stuck in a cage. Adopt a homeless domestic instead, this way you won't be fueling the trade in exotic animals.

(f) Animals Owned Lawfully Prior to Prohibition of Importation- This Act and regulations issued under this Act shall not interfere with the ability of any person to possess an individual animal of any species if such individual animal was legally owned by the person before the risk assessment is begun pursuant to subsection (e)(3), even if such species is later prohibited from being imported under the regulations issued under this Act.

Are you aware of how many animals have been taken into domestic help and are being re-established into the wild if this bill passes then anything that zoo's or animal breeders are doing will go to waste no breeding or importing of animals. So all of those endangered animals we're trying to save are going be in an even worse state then before. This effects a large industry aswell which racks in a large amount of money and will leave a lot of breeders with many pets to take care of but no money.

Are you aware that it would still be legal for your all-mighty zoos to continue to exploit these animals for money? Very few animals on the "wildlife rehabilitation" plan are actually reintroduced... it's a way for zoo's to make money... which is all anyone is worried about.

Domestic zoos are very different. They are involved with endangered breeding programs. That has absolutely nothing to due with this bill. This is keeping pet stores from selling pythons, cayman, etc. These are none native animals as well as not endangered. So just because it's a large industry we should save it? Illegal drug and firearm trafficking is one of the largest industries in the world. . . should we save that too?

You can make cayman and burmese pythons, reticulated pythons and all the other ones that threaten the environment illegal state by state, so where it doesn't pose a threat, say New Hampshire.... people can still own them. Personally I think burms tics and crocs should all be illegal. They all can be deadly to humans and often are impulse buys. Not many people can provide housing for these animals for the duration of their life. Ball pythons, and children's pythons and that is a different story..

The "careless owner released their unwanted pet" is something the HSUS/PETA started & has swept the nation with everyone believing that's where these animals came from. But it's not true.
Just as many Burmese are sold nationwide as are sold in FL. They can live a good 8 months out of the year in most states. So why has no one found a 15' Burm, former pet, living wild in, say Missouri? Because these animals aren't being released.
Hurricane damage to FL Importers' bldgs released these animals.

Then why would you work to ban these animals in areas where they can't survive the winter? That is exactly what this is working to do. IF anything, they should do it state by state. I actually think that in places like Florida should take NJ's approach to turtles where it isn't illegal to own a turtle, but it is to buy and sell them within the state. This way anybody can own the animal, but they would have to buy it online, or in neighboring states eliminating impulse and filtering the owners.

I think that its a great idea, there are too many stupid pet owners out there( the majority it seems ) , even people who just own cats and dogs, when you throw in exotic, invasive, and hard to care for pets into the mix, things can get chaotic. In all truth, the Cuban Tree Frog got here in shipments of food and products, not pet trade.
And Florida already has laws with large reptiles and snakes, making owners get their animals microchipped. I owned a bearded dragon, she saw the vet yearly, she was a healthy girl, fed well, large cage. She passed away from natural causes at a good age. Never released. This law will hurt GOOD pet owners. Not to mention it also keeps people from having guinea pigs, hamsters, etc. That's a crazy law

Kool aid? You assume I'm not informed. I own reptiles. I own an IGUANA. I realize that most if not ALL reptiles are at risk. I'm also fully aware about invasive species including plants. I'm pretty much the only person who is an extreme advocate of indoor cats for these reasons. These are real problems, but you do NOT take away our rights or put preowned animals at risk. Most of these animals are invasive in only 2 states! Like you, we like to experience exotic animals too.
