Yes, it's simply a fox mask, you typically find from vendors festivals. He probably first saw it from naruto and connected the mask to that anime.

Those are NOT naruto masks. They are traditional festival masks we wear. Kishimoto-san just used them in his story. The masks can be quite intimidating at times.
