Where do you get the Run thing on the start menu?

@AmuCookiez101 It depends on which OS you use, but I think that you can get it if you right-click the taskbar and go to Properties then Start Menu. There should be a button which says "Customize...". From there, search for "Run command" and tick its checkbox.

I'm using Windows 7 by the way, it may be different for you if you have another OS.

If a website's url is a ip it is on his computer, if it is something like webs.com it isn't.
