@sweetp86 I believe I found an answer, according Allison Janney's biography in IMBD it says that she's 6 feet tall, 2 feet shorter than Big Bird's height and Big Bird's height is 8 feet tall, so therefore Big Bird is the tallest.

I think half the point of this sight gag is due to some Season 5 comments that continually alude to CJ being Big Bird compared to other people because she's so tall. The other half is cause it's Big Bird ^.^
