Tough direct diplomacy could translate into an open exchange of ideas and a willingness to compromise and so his rhetoric might not be quite as aggressive as it might sound. Obama is apparently feeling the need to appear like he will be tough on Russia. He is probably over-stating his actual views since he may feel that this is necessary to win the confidence and votes of the American people. On the other hand, it could be that Obama is stuck in the old way of seeing things. Who can say?
