In Baños de Agua Santa, near the Main Bus Station, past the bridge over Pastaza River, on the right side, there is a white house with columns; a Bar-Restaurant with the best (only) view on the volcano... and the town. I took this video and the Royal Branch there. My hellos to Lucas; the Chef.
Assuming that Banos is in your plans, as long as you don't go near the volcano you'll be fine. In fact, Tungurahua goes a few months without activity and when it erupts it usually lasts for just a few weeks.

It must have been scary to be there! I'm going to Ecuador in July, I hope I don't encounter anything like this when I'm there!
