The rules say that Chep should have been given a warning about not shaking hands at the start of a game, but the officials were, typically, not up on the rules and forfeited him out of hand. The bottomline is, the rules state you have to shake hands as a part of the sport decent behaviour (allthough Kramnik and Topalov never do, I guess they agree to disagree).
The further East you go from England, the less important the basic concept of good manners and sportsmanship become. By the time you get to Bulgaria, Russia, etc. - it's practically non-existant. Nigel showed this little snot nosed brat how the game should be played.

After for instance Kxe7,Ke5 Kf7, Kd6 Kg7, Ke6 Kh8, Kf6 Kh7, Kf7 black has to abandon the pawn and the white pawn will promote.
