It's actually not the cops fault but rather the lawyers-- lets say hypotehically the cop did a full investiagion it would take hours to do all the paper work ( even for a minor incident)  -- and at the end of the day the offender will probably just get a slap on the wrist.

Its not the cops fault but rather the judges who dont have penailty that deter this kind of behaviour

The American's admitted their own guilt of inciting inciting violence by saying under the context of their protest's that they had not been assaulted prior to this incident, even when they protested Obama's Presidential Inauguration (which he emphasized). The cop was right about them fiming.

The obvious perpetrator of an assault would be an abortion patient, then these stupid American Christians would get a small taste of justice by having the perpetrator arrested and charged with assault.

Therefore, they as radical Christians feel they have achieved a degree of justice for the abortion of babies.
