i can understand where you come from. the speed cameras would be proven to be minimally effective in cutting road crime because the ones that want to break speed limits have radars that mean they slow down for just 50 meters of roadway. the ones that always drive slowly continue to drive slowly.

The vans you talk of at the sides of dual carriageways with other cars waiting nearby are NOT speed traps. These are number plate recorgnition cameras and pick out details as stolen cars, no insurance, possible wanted people etc and im sure you as a (i hope) a car tax/insurance payer yourself do not like people flaunting that offence when you spend hundreds a year on it?!
